UNEP's temporary headquarters was established in Geneva, Switzerland, and later moved to Nairobi, Kenya, in October of the same year.

The main responsibilities of the United Nations Environment Programme are: to implement the decisions of the Governing Council of the Environment Programme; to propose medium- and long-term planning for United Nations environmental activities in accordance with the Council's policy guidance; to develop, implement and coordinate the programme of activities of the various environmental programmes; to present to the Council matters for consideration and reports on the environment; to manage the Environment Fund. The Council is responsible for the management of the Environment Fund and the provision of advice on environmental planning to various government agencies within the United Nations system.
